    Dr. Heather Moore is Vice President of Operations for MCA Inc and has taught numerous classes for NECA, IBEW, IEC, MCAA and MCAA of Canada; contributed to several research projects for the Electrical Contracting Foundation, MCAA, the New Horizons Foundation, and the National Association of Wholesaler-Distributors. She holds a Ph.D. in Construction Management, Michigan State University. Additionally she holds an MBA, University of Michigan-Flint, and a B.S.E. in Industrial and Operations Engineering, University of Michigan, Ann Arbor. She specializes in process design and operations research.

    Dr. Moore was a contributor to the ASTM Standard E2691, the only construction standard practice for “Job Productivity Measurement” and she currently holds the position of Vice Chair of ASTM Subcommittee E06.81 on Building Economics. Dr. Heather has also coauthored 4 books for ELECTRI International, on the Industrialization of Construction® and the future of the industry, and most recently co-authored the industry’s own “Prefabrication Handbook”. Dr. Heather has experience working with the construction industry, and currently works with contractors and distributors across the country on process improvement and productivity measurement.

    Chris Singleton is a former minor league professional baseball player drafted by the Chicago Cubs. Over the last four years Chris has traveled the country giving keynote speeches and has presented to 54 organizations in the 2019 calendar year alone.

    Chris has also spread his message through various different media outlets and has been featured on ESPN’s E:60, Sports Illustrated magazine, CNN, and The Today Show. In 2019 Chris was featured in the documentary, Emanuel that produced by NBA All-Star Steph Curry and Academy Award winning actress Viola Davis.

    Chris’ mother, Sharonda Coleman Singleton was murdered in a race related mass shooting at Mother Emanuel AME church here in Downtown Charleston, South Carolina on June 17th 2015.

    Chris inspired this city and the nation by forgiving the man who murdered his mother and stating that “Love is stronger than hate.”

    This town hall will tell it all; the do’s and don’ts of an effective state advocacy program! Moderated by Mike Oscar (ASA’s Government Relations Director) and Tim Ward (ASA Government Relations Communications Director), speakers will include ASA Executive Directors Debra Scifo (ASA of Colorado), Beverly Reynal (ASA of North Texas), and Tami Hasselwander ( ASA of Oklahoma), who will lend their first-hand accounts of developing successful state advocacy programs that ultimately achieved legislative successes.

    This town hall will address:
    · Learn the basic strategies for developing a state advocacy program
    · The keys to engaging your ASA local members in state legislation
    · Connecting with your state legislators to educate them on your issues of concern
    · Tips for hiring an effective state lobbyist
    · Establishing a state political action fund
    · ASA tools to streamline communication between local chapter members and their legislators

    The ASA Members will hear first-hand accounts from ASA Executive Directors on how their state advocacy programs have delivered legislative victories in their state, allowing them to replicate these strategies and tools within their own chapters to promote positive legislative outcomes in the construction industry.



    Speaker Biography:

    Michael T. Oscar is a managing partner at Gray and Oscar, LLC, a firm with more than three decades of combined Capitol Hill experience. Prior to this partnership, Mr. Oscar worked in the public sector for twelve years, most recently as senior legislative and political staff to U.S. Sen. Arlen Specter, where he worked for eight years. His tenure as Congressional staff has spanned both Republican and Democratic offices, giving Mr. Oscar a unique set of contacts and networks to access on behalf of his clients.

    Mr. Oscar’s diverse political experience began as a Deputy Political Director to Congressman Borski and continued as a policy analyst for Governor Edward Rendell’s first gubernatorial race. While serving on Sen. Specter’s staff, Mr. Oscar served as his Central Pennsylvania Political Director during his 2004 campaign and continued as his Southeastern Pennsylvania Political Director in his 2010 campaign. Additionally, Mr. Oscar served as Campaign Manager for Congressman Michael Fitzpatrick in 2006.

    Beyond his Capitol Hill experience, Mr. Oscar held assignments with the Naval Surface Warfare Center’s Carderock Division, the U.S. District Court, the U.S. Department of State’s Office of the Legal Advisor, the Smithsonian Institute in Washington, D.C., and currently serves on the Franklin Institute’s Board of Governmental Affairs.

    Donald "Dino" Velez has more than 29 years of experience advising and representing clients on labor, employment, and personnel matters; construction and design professional issues; and general civil litigation. Dino has extensive experience representing public entities and has served as internal and external General Counsel to public entities in Northern California.

    Dino advises and represents clients on labor and employment matters, including: sexual harassment, discrimination, retaliation, and employee misconduct claims; wage and hour and class action suits; labor negotiations and arbitration of labor grievances; employee discipline, including administrative hearings; ADA, FMLA, and other leave issues; and training for clients on Prevention of Sexual Harassment; Employee Discipline and Documentation; and Best Practices for Acceptable Use of Technology and Social Media.
